A bipartisan group of US senators is demanding Apple commit by August 21 to avoid incorporating memory chips from two Chinese manufacturers, ChangXin Memory Technologies (CXMT) and Yangtze Memory Technologies Co. (YMTC), into its products. The push comes after the Wall Street Journal reported that Apple has been testing CXMT memory chips across iPhones and MacBooks as it works to manage a component shortage driven by surging AI-related demand.

Indiana Republican Jim Banks and New York Democrat Chuck Schumer are leading the effort, and both companies sit on a recently updated Pentagon list of Chinese entities believed to support Beijing's military. That designation is what gives the senators' demand its teeth: existing US rules already bar American companies from transferring technology to CXMT, including discussing technical specifications, which limits how deeply Apple could integrate the chips even if it wanted to.

A Squeeze From Both Directions

Apple's predicament is that the memory shortage is real and already showing up in its pricing — the company has raised prices on Macs and iPads as the AI boom soaks up global memory supply. According to Schumer's own press release on the demand, the senators are citing both national security and economic reasons for wanting Apple to reject the Chinese suppliers outright, even as the shortage gives Apple a clear commercial incentive to diversify away from its traditional Korean and American memory suppliers.

Export lawyer Kevin Wolf has noted that Apple retains a narrow legal path: it could still buy off-the-shelf CXMT components and negotiate on price, but it cannot commission chips built to its own specifications without running into the technology-transfer restrictions already in place. That leaves Apple with limited room to maneuver as the August 21 deadline the senators have set approaches, with the memory crunch showing no signs of easing in the meantime.
